Like the summonable Anastasia is explicitly not Lostbelt Anastasia - and her Interlude actually dives into this quite a bit. IIRC, Barghest and Baobhan Sith are only summonable because Morgan is a goddamn cheater and chain summoned them from herself. Melusine was an exception because she counted as close enough to PHH as ~~Albion, who is in PHH just with a slightly different fate~~ so she didn't need any help in that regard.
