I'm convinced that she realized she had a really good chance of being Trump's VP pick and didn't want it. This was her emergency exit. That might make sense had she not doubled down on defending what she did a day or so ago. Even Republicans are largely pissed off over this because they can be pet lovers, too. It would be a stupid way to get out of being his VP picks when it's not even official.
