I encountered a light like that once. Not a car to be seen in any direction, but I still sat there for a minute waiting for it to change, looking around to see if a cop might be hiding somewhere to get some extra tax money for an infraction, before proceeding through.

It's a similar thing with empty parking lots that have Stop signs every 30 feet. If I have clear sight lines with zero cars nearby, then there isn't a rational reason to stop every 30 feet.
