True, but not every homeless person became that way because they're addicted to drugs. Many of them became homeless due to not being able to afford rent and/or bills, unexpected medical bills wiping them out financially, escaping from an abusive situation, or so many other reasons. The idea that we shouldn't provide homeless people housing in general just because of the percentage of them that lost their homes due to prior drug use isn't treating the cause or the symptom, it's ignoring the symptom because you assume it only has a single cause.
I addressed this in a wall of text earlier.

Giving someone an apartment doesn't address the root problem that causes people to be homeless.

It'll help the moms and dads sleeping in cars that still have jobs, but it won't address the mental health issues that literally being on the streets for long stretches at a time cause.

I'm all for public housing, but simply having a home isn't the thing that causes people to have to sleep in their cars. Wages not matching the cost of living is a big one, not taking care of veterans coming home from overseas, drugs, alcohol, and mental instability issues also lead to being homeless too.

So again I'm all aboard getting people off the streets, but simply giving them a place to sleep won't stop the pipeline that led then there in the first place nor keep them off the streets permanently.

There's a myriad of things that lead to people not having a bed to sleep in. Root causes need to be addressed or you simply encounter the same problem over and over again.

There was a great boom in homeless over the last decade, you could give every one of them a place to stay and in ten years you'll have another boom in homeless again.

If you don't address these problems they'll just persist. You'll see a homeless boom every few years without finding out what leads to that.
