It doesn't seem to be a money milking scheme, literally just a way to (re)enforce safety at an intersection that historically has had bad accidents or a (bad) accident would cause a pretty massive delay for traffic. Generally though I'm against speed and redlight cameras specifically because they are/were used primarily as a revenue-generating source.
