I'll chime in and say, at least in Tokyo, garbage cans were hard to come by but there was barely any litter in the street. Tattoos seems like they're looked down upon cuz I went to a communal bath a bunch of times and they had no tattoo signs everywhere, nor did I ever see anyone with any.
