I mean yeah, but totsugeki has become synonymous with being an unofficial attack name rather than the actual definition of the word (as shown by the fact that they put the actual attack name of Mr. Dolphin in the meme). Sort of like how Akatsukis tatsu is called chesto because he says that even though chesto is just an exclamation.
