No he hasn't. All he's done is ask them nicely to stop. And yes, his govenrment absolutely fucking can disavow Israel; they just don't want to.

There absolutely is: the US suspending all funding to Israel and imposing sanctions until they stop the genocide.

And no, none of this is a good reason to vote third party or not vote at all (let alone vote for fucking Trump) when the alternative to Biden is actual fascism (which won't help the Palestinian people one bit). But the reality is that some people, maybe a lot of people, are going to see it as a reason to vote third party or not vote at all, which makes it is both morally abominable and politically stupid of Biden to continue supporting Israel.
