I mean, duh. Your example in the post is racist.

But like, people get called racist for presuming someone speaks Spanish because they look hispanic. I guess its technically racist. But I wouldnt call that person racist in practice. Dunno why you jumped to an extreme example. But Im more inclined to agree with Ellis.

I also question if the second quoted statement is true. Ive seem racist posters here get called racist but the accuser is modded. But if you say so.
I would say that's pretty unreasonable to follow the line that because someone could fallaciously call someone a thing that it now is an insult. The ability to do so certainly turns it into one in some circumstances, but you can do that will almost anything to turn it into something else entirely. Like I could use "funny" as an insult (something like "you are being so funny") but it's beyond ridiculous to call it just an insult. In that vein you are certainly capable of using chud as an insult, but the overwhelming usage of it is just calling people out. It is just disingenuous to act like the minority ability to use it as an insult immediately means that it is now just an insult. It is no more an insult than being called a Republican is.

The left-wing equivalent (cuck) would be, so I don't see why not
That is another term for right-wingers. It's about how they always vote for people that pass laws that cuckold them. There's just a thing sort of like snowflake in which right-wingers think saying "no u" means that they win.
