Well duh, of course it's going to be that. Don't know why anyone is suspecting otherwise. Lumiose was already a contentious city even from the original games it debuted in. Loads of people did not care for its sprawling confusing layout, and there was even that game breaking bug that caused players to be permanently stuck in it that they had to release a patch for.
