He is, but he had a far better shot at winning a nation wide election than Haley and Trump. The main problem the party has is courting voters. The republican party becoming the MAGA party has made it near impossible for state wide Republicans to win elections because they're so batshit insane. Due to that insanity, they'll never vote for a minority, limiting their options even more.
