From the resources I could get (though sometimes they are a bit vague):
Selen is based in Canada which allows for one-party consent. Vox is probably based in the UK, which allows for the recording but not the sharing of the resulting recording. And Nijisanji is a Japanese company, which also can also allow non-consentual recording to be submitted as evidence.

So it's not necessary illegal in some jurisdictions/cases.
