That's the neat part: they aren't until the moment they are. And then people are already dead.

And people with an itch to show off how big their gun is in public will be, in my estimation, more likely than not to want to prove that to someone in a confrontation.

People who open carry, even in accordance with current law, are not people I'd consider responsible gun owners.

Open carry can at least be a deterrent and maybe prevent confrontation, concealed almost guarantees escalation.

Open carry is a provocation at best, and painting a target on yourself (either for a shooter or for a cop who "mistook" you for a shooter) at worst.
