From what I remember, this is a social worker or something that works at a group home or orphanage or something. A kid, Layla Miller, has been living with X-Factor Investigations and been really happy there while she's completely miserable at the group home.
This woman isn't even a bad guy. She wink-wink-nudges them by saying that if a kid were to run away, the system is so backlogged that probably no one would go looking for them for ages.
