Shes a bitch. Ive had jobs working for tips and waiting. She spends maybe 5 minutes on that table, 10 is by far the tops. Plus $15 for a few minutes of untaxed money is good.

unless the place was dead she had numerous tables to serve that hour so she most likely made way over $20 that hour mostly with no taxes taken out.
You go up, say hi and your name, take the order and bring it out. Then ask if everything was ok, ask if they want dessert and thats mostly it, minutes tops. Yes she could bring drinks and do refills, but busboys do them often at many places now. She most likely never even needed to pick up the dirty dishes, again thats the bus boy job.
Waiting isnt that hard. It can get hard say at busy times or if tons of guests are there, but then those are the times you easily make $40 or way way beyond that an hour
