There are literally people in this topic defending this, claiming it's the best for waiters, and calling others "gutter trash tier", when the issue is the US culture of exploiting their employees.

This just another form of "'No way to prevent this,' says only nation where this regularly happens".

When every single place has a much better and healthier tipping culture than the US, the problem are not 15$ tips being too low.

Yes, we also have a tipping culture here. But it's some social standard and rule, not the financial lifeline of people.
