Well I guess I really have no idea how anything related to "having a character" really works with D&D but it just seemed weird that you could do something like get a higher level spell with a book or magazine.
I have no idea what's going on, really.
There are fricktons of little expansion-y things for D&D. It tends to be more ridiculous and powerful than the core stuff.
