Age of consent varies from state to state.
Some states have "romeo and juliet" laws allowing teenage couples with age differences to not be considered rapists. This varies with state.
Any sex stuff counts.
It only counts in the state in which it occurred. Technically you could go across state lines and be fine legally, though there may be laws about transporting minors across state lines for bonage purposes.
