No Denzo does not deserve a perma-ban. Technically he is in breach of an existing rule with a precise punishment specified. He found a loophole and exploited it, all you can do as host is close that loophole now.

Loopholes aren't a good thing, and should never be excused. You cheat, you get banned, period.
