So how do you deal with a competent Annie who's reached level 6? I just fought one, and it was a huge problem. She could burst anyone on our team from 100% except Alistar.

Well that's kind of horrible.
Annie was solo laning against Orianna and Jax (me). We ruined her until she reached level 6, whereupon she destroyed us so thoroughly that Gangplank insisted Orianna switch lanes with him. She then killed Gangplank just as easily as she killed us.
The entire game, we got close to killing her once, but our idiot Alistar headbutt her into her own turret and got killed by turret aggro while Warwick killed me (I was already damaged from an earlier fight).
The way to beat Annie solo lane is easy.
Never hit a creep, and deny her experience.
Unless she's smart, she'll try to pick up experience by moving away from her tower.
Then Jax jumps on her and Orianna throws her ball at her, and level 1 Annie dies in seconds.
Then destroy her tower at 4:00.
That's how you beat Annie.
