Lupinko said that they were originally going to be DLC but they managed to get them in on time. I trust him more than a rumor but it's not a huge loss if they end up being DLC because I just won't buy them.
I agree with Seth 100% on gems. People are just being ridiculous over something that looks like it could really improve this game.
