Honestly, I don't really get the "oh no the game will be longer" argument. I'd rather wait a little longer but be sure the calls are correct.
If I were in charge I'd change the challenge system. You'd still have the two and get a third if you win both, but I'd say if you win the third, you just keep getting one more challenge until you lose one. If the refs keep getting the calls wrong, I don't see why you shut down the team that's calling them out on it correctly just for trying to fix their mistakes.
