On the one hand, there's a mountain of evidence pointing toward Togami.
On the other hand, the Super High-school Level Smug guy is being smug when this evidence is being presented.

Ignoring the broken card thing, Hagakure is far more reasonable than Mondo (broken card argument is important, though). Suspecting a gang leader as the perpetrator of a violent crime is kind of like watching Scooby Doo and suspecting Red Herring. Maybe this is the one time that he actually was the culprit, but otherwise it's kind of hard to be so oblivious to the unlikelihood of it.
No, suspecting Togami is thinking the culprit is Red Herring. Mondo is the actual culprit.
