Among mortals though, it's probably Samus.


On average, for sure.

At peak power though, absolutely not. Link rails Phazon Samus (her strongest form) if he has all his toys from everything.


He would be able to teleport to her instantly, would have unlimited magic power with which to do his amazingly potent attacks over and over, would be invisible, could fly, and would be able to attack her with swords from great distances away, oh yeah, and there would be FOUR of him at the same time. There is more, but that is way more than enough.


For someone who is so hung up on canon, it's weird to see you go off on a tangent about a form of Link that has never existed in Zelda canon.
