It is basically risk if everyone's turn happened at the same time.
You can play realtime or multiday. Basically a fast game where a turn is around 5 minutes, or where you play a couple turns a day. I think this meets all your criteria. Though, with regard to scaling, you can only have up to 6 player games without a membership.
