Well do you see what happens when there's just a hurricane or rioting or something? Mass looting happens because law no longer applies. Humanity created cities and laws the way we need in the mutual interest of safety and order for people. This is more along the lines of what I was thinking. My supposition was that this collapse of this scurity and stucture influenced humans to give into their carnal natures or something.
