The goats are not insulting to the fanbase in any way.
The problem is Ryuukishi accidentally focused too much on the 'bad' qualities by accident, and he admits he screwed that up

They weren't meant to come off as insulting, but you can't say they weren't insulting in any way since you just admitted he screwed that up. I do agree that it wasn't his intention though, some scenes made it pretty clear what he was going for he just...sort of worded it somewhat awkwardly. Not sure if it was the translation but if he admitted it in an interview, it must have been in the original too.
