How about just a majority. If a majority of players don't trust you then that's a probleem.
Also it isn't a 'fact.' We just need to find people who want to dedicate that time to a project.
Problem is that everybody who's willing to put time in has a different vision. I'm in, so are you, and blood loss would kill us both from butting heads with each other constantly. You can create an admin team that is full of conflicting viewpoints and run the game successfully, but you can't design a game with a broken team.
PS: Also, I went with 2/3+1 because I feel it will reduce the odds of an irrevocable decision happening due to a random whim of the playerbase. Majority can work too but I feel like one bad call could get a worthwhile admin kicked out with that system.
