Well it was shown that Lil Cal was used to create Doc Scratch so it makes sense they'd have the same laugh. <_<
Cal could end up being English but that seems kind of weird as Gamzee basically created him himself (then again, most important character in Homestuck?)
I also wouldn't rule out Lord English being...well, just Lord English, and not anyone else.
