Well in most cases (at least in MMA, I don't follow boxing so not sure about that sport), if there's a foul and the offender feels bad about it, he'll initiate some sort of "my bad, I'm sorry" action like Ortiz did there (even while the clock is ticking), and the person who got fouled will play nice and accept their apology, touch gloves, and then they'll both get back in a fighting stance before returning to the fight.
What Mayweather did was by no means illegal or anything, it's just dirty pool. But he's the heel so whatever, he won by any means necessary!
