Luna isn't comparable to the mane 6, she is Zecora-level. One episode centered around her, and then just cameos later. She doesn't need their level of characterization.
Zecora's not that great.
But...probably still better than Luna.
And they both fall behind someone like, say, Big Mac, who doesn't even have any episodes centered around him.
