Naturally people can't do that, so we have various other ways to pay for it, such as scholarships, financial aid, parents, loans, etc. And this makes sense economically, because people should be able to earn more after getting a degree, and that's why the degree can be so expensive. Military servicemen getting their tuition paid doesn't seem unreasonable or hypocritical at all.
