They don't give a crap about cheating, despite what they say. They still use this horrible format that is not conducive to getting lots of votes to begin with (Nobody wants to go through one page at a time to vote for 32 matches, so only people who really care will do that). They keep getting less and less interesting contest ideas. There's no telling what they'll do next time, probably something like Favorite Damsel in Distress.
Yeah, you're right about the extreme lack of advertising (and also about the cheating, although it still seems minimal to me, at least in this contest), but I find the 32-matches-at-a-time format quite interesting. I don't know, I just find it fun to rant about Aika and Maya losing in their respective matches. It's fun to see how all of the characters are doing each time you want to take a look at them, making it feel more dynamic for particular discussions of interesting matches, x-stats, and how the trends go over the days for them. It also gets rid of a lot of fodder way quicker than 12-hour 1-v-1 matches, and the contest doesn't feel like during an eternity (3 weeks vs. 2 months?). Plus, I think the overall layout of each match with the pics and all is pretty cool.
Oh, and I don't find the contest ideas to be a problem... yet. Just standard Character Battle contests with a slightly fun twist.
