I think Rock absolutely deserved to be on the list, probably pretty high. The only reigns of his that the timeframe cuts off are his 3 brief initial Corporate Champion reigns. All 6 of his babyface reigns fit here.
I also think Brock Lesnar should crack the list over Booker T, but I can buy him just barely making it at #10, and that's a fairly close race.
