because she is kitty and kitties are adorbes. also cat puns.
subjectivity aside, she really is one of the weaker trolls (if only she were STRONG like equius) by virtue of no screen time or development. but what is there is still more awesome than some other trolls.
so what do people see in nepeta? cat puns and kawaii. a paper thin tiger of a character, but still enjoyable.
