California's medical marijuana law does nothing more than say that California state employees will not enforce the federal law in California, which the state is perfectly entitled to do. Action/inaction may or may not be a stupid distinction, but it's the distinction here. Nullification would be California banning federal agents from enforcing the drug laws in CA.
