I don't know how strict they will be for the lunch pricing.depends on the line, I did this by chance(Not trying we just wanted to eat around 2) getting there at 2 but it can vary depending on how crowded the area and what is going on that week. Just the occasional weird responsiveness trying to menu up and down(After menu, it wouldnt feel responsive trying to menu down for a second). Now I'm trying to navigate the map in Pokemon and any upward movement if I don't make any downward movement we're sometimes going all the way to the top of the map without trying. Preferably 32 inch VA. 5 ms response. 1440p/144 or 4k/60fps. 32 inches is very large. Unless you are sitting like 4 feet from your monitor I don't recommend going that big. If you are standard monitor behind keyboard I would stick with 27inch max. If its for PC gaming, ignore the response time advertised they are almost all lies. 144Hz you will not notice but your brain absolutely will subconsciously(I can't game on my 60Hz monitor anymore, everything looks like its jumping). Highly recommend 144Hz, don't really recommend the splurge on 4k.
