Transgender is more understandable from a biological angle as some wires could have been crossed during sexual differentiation, similar to intersex. Race is a loosely-connected set of genetic tendencies, and while you theoretically could end up with most of them from some combination of unrelated lineage, the most visible and undisputed ones are always going to be what you look like, which doesn't seem to be the issue here. Now, identifying with a race, mainly by way of a culture associated with it, is perfectly understandable.

With the decreasing number of exclusives, consoles may be less necessary, but then ports to PC are often heavily delayed and/or botched these days. Besides, you have to play non-exclusives on something, and an included handheld version is a compelling point. If it's specs-intensive, sure, you're going to want the PC version.
