And one of the powers granted to the police is that they are allowed to cite people with violations or even arrest given probable cause and being given information by a firsthand witness does count as probable cause. It's why the police can cite someone with trespassing if they come back to a store after repeatedly being told by the employees not to. So it isn't even the police not being able to, it's that they're lying and probably have one or more reason to refuse to cite the teen. And as an adult the songs are still stuck in my head but I can appreciate them a lot better now.
