Members of a mental health response team sent to help a man who was having a psychotic breakdown instead killed him by tackling him and leaving him handcuffed, according to a federal lawsuit filed Tuesday by the man's family.

The lawsuit over the 2022 death of Kevin Dizmang in Colorado Springs was filed against the team's paramedic and a police officer. It identifies the paramedic as the person seen taking Dizmang, 63, to the ground in body camera footage released last year by lawyers for Dizmang's family after his death was ruled a homicide and raised questions about how police handle encounters with people experiencing mental health crises.

9NEWS is not naming the officer and paramedic, because neither is facing criminal charges in the case.
Other body camera footage taken at the hospital as staff tried to save Dizmang's life shows the paramedic joking about how he relied on his high school football experience to bring Dizmang to the ground, according to the lawsuit. When someone compliments him on his good form, someone responds Well, not so much" in the footage.

The paramedic resigned from the department in June 2023, but fire department spokesperson Ashley Franco said she could not provide details about his departure because it was a personnel matter.
The officer still works for the police department but is in a different role because of his own choice, department spokesperson Ira Cronin said.

Both the fire and police departments declined to comment on the lawsuit, and neither the officer nor the paramedic could be located for comment. Someone who answered the phone at a possible telephone number for the officer hung up when contacted by The Associated Press.

The team responded after Dizmang's family reported that he was experiencing severe symptoms related to his history of PTSD and schizophrenia, with his ex-wife stating that she feared he was possibly trying to kill himself by walking into traffic on a busy street near his house, according to the lawsuit.

The body camera footage shows the officer telling Dizmang to put his hands behind his back while in the street, as others try to stop cars. The video shows Dizmang resisting attempts by the officer to put handcuffs on him before he is taken to the ground by a man dressed in red identified in the lawsuit as the paramedic.

Its hard to see what is happening, but the paramedic is shown leaning on top of Dizmangs upper body, obscuring his head, as Dizmang lies face down. The lawsuit alleges the paramedic placed him in a chokehold. Dizmang soon stops moving. After he is turned face up, others around him call on Dizmang to talk to them, but there is no response.

The lawsuit alleges the officer contributed to Dizmang's death by not telling the paramedic to stop choking Dizmang and also keeping him in handcuffs long after he became unresponsive.
According to the autopsy report, Dizmang died as the result of cardiac arrest that occurred while he was being restrained and while he was acutely intoxicated by methamphetamine and suffering from health problems such as obesity and asthma. The Jan. 6, 2023, report signed by five doctors concluded that the manner of Dizmangs death was determined to be a homicide because of the contribution of physical restraint to the cause of death.
He didnt die of natural causes. Those people who came to help him, killed him," said Harry Daniels, one of the family's lawyers.
Dizmangs daughter, Kenda James, who is a paramedic herself, said she told her mother to call 911 for help for her father and advised her to explain that he was in a mental health crisis.
Its really unfortunate that we requested help and ended up in a homicide situation. It makes us really, really feel like we should have never made a call for assistance," she said at a news conference announcing the lawsuit.
The district attorney's office found the actions of the officer and the paramedic were justified and no criminal charges were filed.

An Arlington officer who killed an armed driver police said failed to comply with orders during a traffic stop on Interstate 20 shot the man three times and yelled Ill kill you, according to bodycam footage Arlington police released in a news conference Tuesday. The Arlington motorcycle cop, whose name has not be released pending criminal and internal affairs investigations by the department, pulled over 49-year-old Sean McKay on Thursday afternoon on I-20 near Green Oaks Boulevard for driving erratically, police say. McKay had a criminal history, including a capital murder charge, weapon violations, and drug charges, according to Arlington Police Chief Al Jones. The officer originally intended to conduct a traffic stop due to illegal plates that McKay had on the black Cadillac he was driving, Jones said at the news conference. As seen in the bodycam video, the officer who was on a motorcycle directed McKay to pull over to the right of the freeway. Instead, McKay swerved across several lanes on the highway and pulled over on the left shoulder. When the officer also pulled over to the left shoulder, he was heard yelling at McKay to get out of the car. He told McKay to keep his hands on the steering wheel and said, You dont do that kind of bull [expletive] with me. A Kennedale police officer also pulled over to assist the Arlington officer, according to Jones. McKay responded to the Arlington officer by apologizing and said he crossed several lanes on I-20 as he was trying to help someone. He is heard in the video repeatedly apologizing to the officer. As McKay is explaining himself to both officers about why he crossed the lanes, the Arlington officer is heard in the video saying, I told you to go across that way and you went ahead this way... Your vehicle smells like weed. You got a gun in the car? Do you have any weapons in the car? McKay shook his head as the Arlington officer asked a second time if he had a weapon in his car. The only other occupant in his vehicle was a dog he had in the back seat, according to Jones. Jones could not confirm at the news conference whether drugs were found in McKays vehicle. You shouldve done what you were told man, said the officer, to which McKay replied, I didnt see you. The Arlington officer then tells McKay to turn the car off and to give him the keys. Instead, McKay turns his car on, according to the video. I just told you to turn the car off and give me the keys, the Arlington officer said in the video. The officer then tells McKay to step out of the car and attempts to grab the driver. Dont do that. Dont touch me, said McKay. The Arlington officer is heard in the video repeatedly telling McKay to turn the vehicle off and to step out of the car, to which the driver refuses. Im not doing anything wrong, sir, McKay said after refusing to comply. You just turned the car on when I told you to turn it off, said the Arlington officer. Both officers attempted to get McKay out of the vehicle and the Arlington officer told him, You got a gun in the car? Quit reaching around. McKay is then seen in the video moving over to the passenger seat and grabbing a handgun. The Arlington officer aimed his gun at McKay and ordered him to put his hands up. McKay repeatedly says dont do it while holding his gun, the video shows. Both officers are heard asking McKay multiple times to put his hands up. At one point, the Arlington officer is heard yelling, Ill kill you. Put the gun down. McKay said, I know you will, dont do it as he again refused to put his gun down. He then said, step away from my car, just before the Arlington officer fired his gun at him three times. The driver was taken to a local hospital, where he was pronounced dead, police said Thursday. The Kennedale officer did not fire her weapon, according to Arlington police. Neither of the officers were injured. The dog that was inside McKays vehicle was not injured. This is a very stressful situation, said Jones at the conference. Theyre [officers] put in these unfortunate situations. Were asking our residents to comply with us so that we dont have these types of outcomes. When asked by a reporter about the Arlington officer telling McKay he would kill him, Jones said he does not think that was the officers intention. Im sure the officer wasnt thinking that he wanted to kill Mr. McKay. What he wanted Mr. McKay to do was to comply with the orders that hes given. Mr. McKay had several opportunities... Those two officers pretty much begged him to drop the weapon several times and he failed to comply, Jones said. Jones added that the situation could not have de-escalated when a weapon was drawn by the driver. When they saw that gun, that became a deadly situation. There is really not that much room where they could have de-escalated, said Jones. Officers do not have to wait for someone to point their gun at them before they fire their weapons, according to Jones. Its an unfortunate situation that I wish could have had a better outcome and thats why its important to comply, Jones said. The officer, an eight-year-veteran with the department, has been placed on paid leave per department policy.

A license plate cover lead to this shooting. That blows my mind. The officer was overly aggressive from the beginning. This could have been deescalated. He should have been issued tickets. They officer acted like he did nit like him already.

people like different things

rap is about a steady low bass beat
deathmetal is about a really fast paced mix of things not just low bass and usually a guy screaming his lungs out while in rap people don't do that
