Maybe, and I'm only speaking generally here.

They could go after a Texan woman who travelled to Maryland for an abortion. However, the idea of them being able to go after a Maryland or California doctor who never stepped foot or did business in Texas in any way shape or form, is a joke in itself.

This law can only be enforced on Texas residents who leave the state, but are still Texas residents. That or entities who do business/practices/etc actually in Texas. Beyond that, Texas has no authority, regardless of the corrupt judge, to enforce its laws onto another state.

A dumbass judge could rule in Texas favor, but it would need the non Texas state to cooperate (which good luck with that unless its a red state.) Or the federal government to step in, which might be possible in 2025 since MAGA and the right want to embrace dictatorships, anti democracy, and frankly dont care about the rule of law.
It isn't quite as clear cut (not wrong, just missing the steps), but any judge who isn't an entire hack (so none in Texas) would recognize that this bill goes beyond the constitutional limits of personal jurisdiction.

Just finished reading through the DC Bar panel's recommendation. It outlined the entire play-by-play of Clark's efforts to interfere. He basically attempted to usurp Rosen's authority as Acting Attorney General.

The panel recommended disbarment and refused to consider, or even entertain, a lesser sanction.

The lack of personal responsibility in these people is really wild. Imagine traveling hours with the intention of committing violent acts, beating the shit out of police, and then trying to blame other people. I couldn't associate with these people IRL. Especially when they're acting like everyone else is just supposed to think they aren't responsible for what they chose to do.

The appeal in the Second Circuit is already pending. He gets one appeal as of right (from the district court to the Second Circuit), and he (or Carroll, if the Second Circuit rules in Trump's favor) may petition SCOTUS for review of the Second Circuit's judgment. Four justices would then need to vote to actually hear the case.
