The game isnt worthless because the NPCs dont react to rain or the wanted system is awful. Nor is it perfect because it has good writing, excellent characters and decent quest design.

Game is getting close to worthless because of the fact that your save can get corrupted from being too big.

Probably depends on a case by case basis in regards to the devs themselves.

Like with smaller studios, yeah they'll care more about feedback and general opinion, especially when one or two bad games can put them under (Like the guys who made No Man's Sky)

But bigger studios don't really give a shit since they know it'll sell (Think all those companies consumed by EA, notably Bioware who released two terrible games I think back to back and dropped support rather quickly)
