Rather than go into the dungeon and find some of these assclowns, I just go to the one at the top of Restaurant Row, kill him, save, exit to title, then repeat. Worked 100% so far, though you might have to walk a little out of spawning range to get it to show up. EDIT: Interesting... If I loaded the save with the gang too far away initially, the slugger wouldn't appear at all. If you spawn nearer to where the slugger normally is and exit that range, then he pops in guaranteed. Maybe I can use this for some other rare enemies, like those trashbag dudes. By the end of those fights, it was basically everyone out of MP and I got by on Saeko's MP-regenerating attacks, haha.
