You can steal it from Corporal Sterling at McCarran through numerous ways (turn him aggro and shoot it from his hand, reverse pickpocketing, stealing after you swipe his ammo, etc.) It's a modded cowboy repeater with a scope and it's just fun as hell to use in general.
