He came back along with everyone else and was pardoned because he was never in control of his actions as the Winter Soldier. Sharon disappeared and they thought she was snapped and then never showed up again when the snap was undone. Plus the government had to be in complete disarray so unless she had actively rolled up and said "Yo I'm back" they likely weren't going to think to pardon one singular agent in the middle of everything. Sharon wasn't actually snapped, they just thought she was. |

Overload more than doubles its radius with the Area upgrade vs only an extra 40 points of damage with the Heavy upgrade. However in ME2 it's not quite as important because tech bursts aren't a thing yet, so going Heavy isn't gonna ruin you or anything. |

Zola was experimenting on him during the war before Cap rescues him, and they nab him again after the fall and did who knows what to him. He's clearly much faster and stronger than a normal human, and going by his recent show appearance he's insanely durable and heals super fast. |

Thane and Zaeed with the Incisor can clear whole rooms themselves, and Inferno Grenades are basically AoE Incinerate, they're quite good. |

He has the highest weapon damage in the game, tied with Thane, and he cleans up on Insanity, especially with the Incisor. And he's actually fantastic in the suicide mission as long as you don't have him do any of the specific tasks - he has the highest hold the line values, tied with Garrus and Grunt, for making sure the crew you leave behind during the final boss survives. Everything you said is factually untrue. Worst squaddie in combat is probably Jack unless you're on Normal or lower since Shockwave absolutely sucks except for killing husks and it can't even do that well on higher difficulties. |
