Apparently he is well known in the area for his jogging etc but they couldn't be 100% sure unless they had his pics, which I saw no mention of. They just spotted "black guy jogging" and went after him. That's extremely dangerous behaviour regardless of whether it had a racial motive or not. I think it obviously did even if not in the intent to kill him.
