I believe you have to make an IO Interactive account and link it to the account of whatever platform you're playing on. I bought 1 and 3 the other day on Steam and already had 2. When I turned 3 on my IO Interactive account was already linked and it started to automatically download the data for 1 and 2. If you have 2 data you have to manually transfer it to 3, though.
