Youngkin, the first Republican to win the state in more than 10 years, was sworn into office earlier this month.
He made critical race theory an academic practice developed by legal scholars to examine the ongoing effects of racism in American policies and institutions a key component of his 2021 campaign.
Youngkin banned the teaching of "inherently divisive concepts" on his first day in office. The order didn't define "divisive concepts," but it cited critical race theory as an example.
The order was issued even though critical race theory was never part of the state's public-school curriculum, The Washington Post reported.
As one of his first moves in office, Youngkin also removed school mask requirements statewide, allowing parents to opt out of compulsory mask rules in classrooms and prompting several school districts to defy the move.

During a campaign event Thursday Founders Academy in Lewisville, Texas Governor Greg Abbott promised to adopt a so-called "Parental Bill of Rights."
He claimed it will make parents more involved in what their kids learn in school.
Educators said it does nothing to help parents and plenty to hurt schools.
"I am running for re-election to create a Parental Bill of Rights to restore parents as the primary decision-makers of their childs education and healthcare issues," Abbot said.
The governor outlined several goals, calling for parents to have greater access to school materials to ensure parents have the option to decide if their child should repeat a course or grade level.
He also pointed to amending the state constitution to "make clear" parents are primary decision-makers involving their children, and Abbott also said theyll target licenses and credentials of educators who give students what he calls "obscene" content.
"When you see the various different ways that government seems to be intruding into the parental decision-making process, you see whats happening is the essential role of parents is being threatened by the government themselves," Gov. Abbott said.
The Association of Texas Professional Educators responded Thursday night, saying: "The so-called Parental Bill of Rights wouldnt give Texas parents any new rights. Every issue described is already addressed in existing state law and local policies."
Parental Bill of Rights have been a recent trend pushed by Republican state leaders and candidates for office.
Florida Governor Ron DeSantis signed one last summer.
And newly-elected Virginia Governor Glenn Youngkin campaigned on parents concerns about school materials.
In November, Gov. Abbott ordered the Texas Education Agency to investigate "pornographic" materials in public schools.
At the time, his office only had a couple examples, including Keller ISD, which had just removed a book from a high school about gender identity containing sexual descriptions and illustrations.
Democratic gubernatorial candidate and former Congressman Beto ORourke spoke with FOX 4 shortly before the governors announcement.
"The culture war stuff that only ends up dividing us and pitting us against each other, that's what Greg Abbott is focused on, and I really think that's a very small minority of Texas who wants to fight over that stuff," he said.
ORourke said that while parental involvement is good, the state needs to do more to fund public schools and pay teachers more too.
"So I want Texas parents to be as involved as they possibly can be, and I want to make sure that we support that while we are also supporting Texas educators and school teachers as they deliver the best possible education to those kids," ORourke said.

If parents want to be ultimately in charge of what their kids are learning, they are free to homeschool them.

John Kuczwanski, the Legislative Affairs Director for the State Board of Administration, was killed in a shootout triggered by a road rage incident in north Tallahassee.
The Leon County Sheriffs Office took one person into custody after the Jan. 6 incident, however that person has since been released and no charges have been filed, according to a LCSO news release.
The office issued an initial statement reporting a fatal shooting that occurred last Thursday, shortly after 5 p.m., near the intersection of Bannerman Road and Thomasville Road, following an altercation between two drivers. Thursdays release confirmed Kuczwanski was killed in the incident.
The investigation into what occurred is still ongoing.
There are conflicting reports about what happened, though it appears events escalated to fatal violence following a traffic incident.
Sources familiar with details of the investigation told Florida Politics that Kuczwanski caused the auto accident that began the chain of events, and that he began the shootout that led to his own death.
The sources said the incident began after Kuczwanskis BMW drifted out of its lane while heading north on Thomasville Road. Thats when the BMW hit a white Prius.
Both cars pulled into a parking lot. The driver of the Prius confronted Kuczwanski about hitting him, the sources said. The Prius driver then returned to his car to wait for law enforcements arrival after confronting Kuczwanski. That is when, according to Florida Politics sources, Kuczwanski rammed his BMW into the Prius on the drivers door, and began pushing the car sideways in the parking lot.
Kuczwanski then shot a gun at the white Prius, according to the sources. The Prius driver drew a gun and fired back into the windshield of Kuczwanskis BMW. Kuczwanski was hit and killed, according to the sources.
The driver of the Prius then exited their vehicle on the passenger side and took cover not knowing if Kuczwanski was about to fire back.
However, Kuczwanskis wife, Rebekah Kuczwanski, said in a Twitter thread that her husband was a victim while confirming he lost his life. She claimed that he was trapped and assassinated and was trying to escape the person shooting at him.
Those comments were made on a thread, posted by Florida Politics publisher Peter Schorsch, announcing Kuczwanskis death.
He was on his way home early to pick us up for a farewell dinner for our daughter, she wrote. He called to say he was on his way to beat traffic. He was excited for dinner and to see us. He told us he loved us then never came home.
She added that his family deserves time to heal and privacy.
Our whole lives are shattered. The children and I, his friends and family, so many who adored this wonderful, kind, loving man who would do anything for anyone. We are all devastated. The whole world lost a great man! she wrote.
The incident took place less than two miles away from Kuczwanskis home. He leaves behind his wife, and two children.
Dennis MacKee, speaking on behalf of the State Board of Administration, said he could not confirm that Kuczwanski was the person killed in the road rage incident, but confirmed that he died Thursday, according to the Tallahassee Democrat.
He was a quiet fellow, MacKee said. Everything in his world was about his family.
Previously, Kuczwanski pleaded no contest to assault and disorderly conduct charges in 2014 related to a separate road rage incident at the same intersection, as first reported by Tallahassee Reports.
According to the probable cause affidavit for that case, deputies were dispatched after a driver called to report that another driver had pointed a small, black in color handgun with a mounted laser at him while stopped next to him at the intersection of Thomasville Road and Bannerman Road.
Law enforcement found Kuczwanski still inside the vehicle matching the description from the caller when they responded to that 2014 incident. A deputy verified that Kuczwanski had a weapon matching the callers description and arrested him on the scene. He was later sentenced to probation, which was completed in 2018.
Kuczwanski, 52, graduated from Florida State University in 1992 with a degree in political science. His career in Tallahassee included working as former Sen. Debby Sandersons chief of staff, communications director of the Department of Management Services, and more than 11 years with the State Board of Administration.

She said her tweet was clarified by her campaign to indicate that she was referring to people that live outside the United States getting scholarships to go to Texas schools when they live Communist China. But its obviously not Chinese Americans and not people that were born here. Asked why, Luther said, Because theyre communists.

Cirsten Weldon had amassed tens of thousands of followers across right-wing social media networks by promoting the pro-Trump QAnon conspiracy under the screenname CirstenW. She was prominent enough to become a sort of QAnon interpreter for comedian conspiracy theorist Roseanne Barr and started recording videos about QAnon with her.

Weldon focused on attacking vaccines and other efforts to fight COVID-19, saying in one video that Dr. Anthony Fauci needs to be hung from a rope. She claimed the vaccine killed people and even recorded herself yelling at people standing in line to receive vaccines.
The vaccines kill, dont get it! Weldon warned the waiting vaccine recipients in an undated video posted to one of her online accounts. This is how gullible these idiots are. Theyre all getting vaccine!
In late December, however, Weldon started showing symptoms of coronavirus infection. In her last video, posted on Dec. 28, Weldon struggled through her remarks about the coming overthrow of the United States government, coughing and complaining that she was exhausted.

Three days later, Weldon was hospitalized in Camarillo, California. She posted a picture of herself wearing an oxygen mask to Instagram and claimed she had bacterial pneumonia. Weldon wrote in a post on the social media network Telegram that she refused to take coronavirus treatment remdesivir, calling it Dr Faucis Resmedervir (sic).
Weldons death from COVID is just the latest instance of a far-right personality who opposed vaccination being killed by the virus. On Jan. 3, radio host Doug Kuzma died while infected with the coronavirus. In August, QAnon promoter Robert David Steele died of the virus shortly after posting a picture of himself in an oxygen mask and vowing to still refuse the vaccine.

In September, a QAnon follower named Veronica Wolski became a cause celebre in QAnon circles after she was hospitalized with the coronavirus. QAnon fans besieged the hospital with phone calls demanding that Wolski receive ivermectin, the deworming drug used by some as an unproven coronavirus treatment. Wolski died of the disease later that month.

In the face of these deaths, their surviving friends and supporters have started to allege that the dead QAnon figures are being murdered, either because they were refused internet folk remedies like ivermectin or hydroxychloroquine, or because they were killed by the deep-state to cover up their conspiracy theories. In December, Kuzma and a number of other conspiracy theorists were sickened with COVID-like symptoms after appearing together at a conference. Rather than acknowledge that they had COVID, the far-right influencers suggested they had been targeted by an anthrax attack.
After Weldons death, her QAnon allies threatened to pursue violent action against staff at the hospital where she died. Scott McKay, a QAnon personality known as the Patriot Streetfighter, said he would publicize the names of doctors and nurses involved in treating Weldon, saying he wanted to put the fear into these medical professionals in a Telegram post. McKay proposed the hospital staff be sentenced to death, or be murdered in vigilante violence.
