Consider the scene with the gas station clerk. Chigurh let the man live simply because the man guessed correctly on the coin toss. In Chigurh's warped moral framework, the man needed to earn his existence (since he inherited the residence from his father-in-law) and the man guessing heads correctly validated to Chigurh that the man deserved to continue his life.
