I like that theory because it means the slapfights you have with them throughout the game gain some meaning. You keep beating them down and everytime you do they get weaker. But that makes no sense.If time works that way. 1. Killing them wouldn't matter, they would just go back to before you killed them. 2. If they could choose, they would start from the earliest part of the timeline that began to differ. Not the latest where the timeline is already altered. That would be impossible to work back from. You see throughout the game that can't undo things they got wrong. Such as them having to break Jessie's leg because she didn't break it at the reactor. They couldn't just go back to the reactor and break her leg, they had to do it in the present in the slums. Or when they had to kick Wedge out of a building instead of just going back and making him never arrive. They clearly are not omipotent. Somehow they are stuck in the same present the player is at. You don't really get the nuance of it. Time is something that is never finished, and that includes things that (from our reference point) have already happened. Think about it; fate itself is often a mechanic in series about time travel and acts as a force to prevent people from actually doing anything to make meaningful changes, and in the case of this game (which presumably does have an element of time travel in the form of Sephiroth), the instrument of fate (or in this case, the will of the planet itself) are the Whispers. You could almost liken them to be a sort of police force in that sense, and are spread through the entirety of VII's history to keep everything the way the planet determined it should be. Sephiroth's knowledge of the future and his new manipulation of the main characters introduced a rogue element that never previously had to be accounted for, and because the threat was so dire, the Whispers had to drop their duty and had to pool together to force things back into place. If you look at the Whispers as a force that isn't infinite and is usually spread throughout time to keep things maintained, it makes more sense. They would have to run out at some point, and because the biggest threat to the planet was currently with the new course of action the party was taken, the majority of the Whispers relocated to get a handle on what they were doing. With that being the case, the lack of Whispers being present for Zack's death suddenly made his survival possible.
